The center is accredited and its whole activity is deployed in conformity with the legal settlements and it is submitted to the hygienic and epidemiological norms, having all the necessary functioning authorizations.
The personnel norm is settled by the Law-frame 153 fom the 21st of July 2017 (+ Appendix) concerning the retribution of the personnel payed from public funds, the Government Decision nr. 797/2017 from the 8th of November 2017 for the approval of the framework regulations for the organization and functioning of the public social assistance services and the guiding staff structure, the updated Labor Code actualized in 2018.
For the 110 residents, the personnel of the center counts 90 employees until 2010; now there are only 73 employees, over 60% being specialized personnel – medical and auxiliary personnel, psychologist, social worker, who are directly involved in the patients’ care. The rest of the personnel works in bookkeeping, upkeep, kitchen, tailoring, laundry. In order to solve the problems which surpass the possibilities of the center, we cooperate with other specialists, institutions or firms.
For the 110 employees, the staff of the center consists of 85 employees, over 60% being specialized personnel - medical and auxiliary, psychologist, social worker, physical therapist - who directly deals with the care of the residents. The rest of the staff is engaged in accounting, maintenance, kitchen, lingerie, laundry. All staff have the professional qualification required by the post. To solve problems that go beyond the center, we collaborate with other specialists, institutions or firms.
It is settled in the Organization and Functioning Regulations. The profile of the center imposes a non-stop activity. This fact supposes permanent care and surveillance. For the good coordination of the whole activity must be respected the program for treatment, meals and rest. So, all the spare-time and the visits must be organized in correspondence with these activities.
The admissions are done after the approval of the GDSACP Cluj, through the Adult Case Monitoring Service, every working day, between 10 and 12 hours. Information and any clarifications can be obtained during the normal work hours, from 7 to 15, at the Accounting Office, tel / fax: 0264-413877.
The functioning of the Care and Assistance Center was and is settled by the actual legislative system, being under the incidence of the legislative changes dynamic.
The institution functioned until 1997 as “Home for Elderly” according to the Council of Ministers Decision nr. 454/1957. By reorganization, it was transformed in “Nursing-Home for Chronic Somatic Diseases”, according with the Order 122/1997 of the State Secretariat for Persons with Handicap. Its name was changed into “Care and Assistance Center” by the Government Emergency Order nr. 102/1999, approved with modifications and completions by the Law nr. 519/2002.
After the transformation of the State Secretariat for Persons with Handicap in National Authority for Persons with Handicap in 2003, the Government gave the Decision nr. 329/2003 for the settlement of the frame rules for the organization and functioning of the institutions for social protection for persons with handicap. After its approval in the Local Council, all the proper normative papers depending to these frame-rules were modified and adapted.
By the Decision of the County Council nr. 208 from the 23rd of December 2004, conforming with the Emergency Decision of the Government nr. 102 from 1999 modified and completed by the Law nr. 343 from 2004 concerning the establishing of the General Direction of Social Assistance and Child’s Protection Cluj, the Care and Assistance Center from Cluj-Napoca lost its legal personality and became part of this direction from the 1st of January 2005.
The Center has all the necessary authorizations for its operation and is accredited by LF series License, No. 0001627, until 2020.
